The disk quota applies only for groups where "Personal gallery" has been set to "Allowed". Both files uploaded by a user in his personal gallery as well as files uploaded to public galleries are included in the quota.

The quota only affects uploads into user galleries. What you are asking for is already the normal behaviour.

Disk quota only applies to uploads to personal galleries, but not to uploads made to public galleries. I guess you allow your users to upload to public (admin-created) albums, hence the quota doesn't stick. there is a fix:

• 2007-08-18 Quota check only applies to uploads to user galleries {Nibbler}

Does this fix connected with the first (1.) question?
