i want to add php codes to template.html
but it wouldn't work unless i change the file to .php

if i do that the site will just show missing a template.html
i've searched the theme directory but didn't find any

so somewhere outside of the theme is calling that html file
where should i look for it?

You have to put your PHP code to the appropriate function in the theme.php file or tell your webserver to parse html files.
