vb3 admin account not in database

Can the admin account be an account that is not in the db when linked to a vb3 db??

when using bulletin board integration, the gallery admin must be in the bulletin board's admin group.
Don't hijack threads, not even your own (only one question per thread). I split your posting accordingly...
