If you are asking for someone to do it for you, you need to come up with a job description, a price, and post on the Freelancer board.

If you are asking for help with the process, you need to ask very specific questions while you do the process yourself.

The documentation (linked above and in your gallery, on the admin toolbar) tells you exactly how to upgrade your Coppermine gallery.

A paid project?  If so, you need to read the sticky thread on the Freelancer board and follow its guidelines.

The basic guideline is that dev team members don't usually do paid projects because we are contributing our time to the open-source project.  That being said, some dev team members do some paid projects, now and then.  You cannot hire a dev team member though - it is up to the member to pick & choose what he/she wants to do.

There are others on the Freelancer board who do good work.  Check their profiles, their Karma, and see what others have said about their work.
