1.4 to 1.3 downdgrade 403 error.

Hello, I am downgrading to 1.3 but I have a little problem. My config.php has a 403 (forbidden) error. How do I fix it?

PS 1.4 is great, I downgraded because 1.3 has more hacks/mods.
