i have searched and can not find anythink on the topic i was woundering if there is any mods to adjust the comments so users can change color and size of font and smilies in a drop down box or popup  , also why i am on the topic is it possible to search comments from an i.p addy or user name ?

no and no. IP addresses are anyway only visible to the admin, you shouldn't show them to users. We have a "one question per thread" policy on this board, you agreed to respect it when you signed up for your account.

cpg1.4 will have and advanced user manager where you can search for users. Clicking on a users profile will show a link to the meta album "last comments by this user" (already does so in the current version). Not exactly what you were requesting, but a good start imo.
IP addresses are stored with the comments, but are not searchable in the current user interface. However, you could do so using phpMyAdmin or similar. With dynamic IP addresses being used widely, there's little point in building additional functions based on IP addresses imo anyway.
