Unable to write config file 'include/config.inc.php'

Ok piut me in the stuipd group. I cpied all of the 1.3 files in tact. go to launch and I get this message

Unable to write config file 'include/config.inc.php'

My hosting service is running IIS and Win2k so I can't chmode any files!

although there's no chmod on windows, there's still permissions that need to be set.

ok what should I write to my hosting service? They don't speak English very well. Something like I need permissions changed on this particular directory?

tell them the script needs write access for the include and albums folder.
