How do I stop anyone changing theme or language

Themes can be changed by typing ?theme=classic after the url in an explorer window how can I stop this as anybody could just change my theme etc

delete all subfolder within the theme folder except the one you're actually using.
Same thing goes for the languages: delete all language files except the ones you're using (or want your users to use).

When they do that it only affects how the gallery looks for them, it will remain as you defined for everyone else.
