Unable to upload most photo files

I am unable to load almost any file to my gallery.  The few exceptions are small, simple jpg files, but I have not been able to identify what separates the few I can upload from the many which I cannot upload.
The error message returned by Coppermine for unsuccessful attempts is "implode(): Argument #2 ($array) must be of type ?array, string given"

Test user account data:
Username:  tester
Password:   tester
Sample files are attached.  The first is one that can be uploaded, the second is one that can't.

Replace the PHP file include/iptc.inc.php with the contents of the attached zip file.
