Is it possible to put a webcounter on the frontpage ? or is there some rules that must be followed ?

You can put any additional software in place, but of course there are rules: if it's plain html (e.g. a so-called web-bug), put it into tehems/yourtheme/template.htm
If it's a php script, put it into themes/yourtheme/theme.php, but you'll need some php knowledge to get it to work, we can't do this for you.
