Make all fields mandatory on registration?

I am current running 1.5.24, upgraded from 1.4 last year.
Since the upgrade I have lost the make all fields mandatory on registration disabled.  I believe I installed a mod when I was running 1.4 that enabled the mandatory option and to create new fields.

The attachment is my current registration page, but the fields are now not mandatory.  Is there a mod or code that I can use to bring back this option on 1.5?
