Configuration Menu not showing Themes Settings

In my installation at http://www.paulsilver.com the admin menu under Config does not show anything in regard to settings, it only has the following:

Keyword Manager
Plugin Manager
Bridge Manager
Update database

From the documentation, it seems this is where I should find the tools to manage themes, including I suspect the method to edit the standard theme...

Anyone have any ideas?

I am using the latest version of Coppermine Gallery...

Click on the actual word "Config"
