changing template

FOr the life of me, I can not figure out how to change the themes.  It looks like I am missing part of the administration.

I found this post.

When you are logged in as admin, what happens when you double click directly on the config item?

I am logged in as admin. 

When I click on config the options are
-key words manager
- bridge manager
-update manager
-normal

Yes, but what happens when you "DOUBLE CLICK" on the word CONFIG. It is a menu in itself and brings up the configuration page.
