Hi, I am running a community-driven gallery. I could not review new uploads 24/7, so sometimes when I approve new uploads a little bit late the users (the file uploaders) are frustrated. I want to set a few people who could access the new uploads page and approve/disapprove the uploads accordingly for me. If I set some person as administrators, I fear they may touch other things such as modifying album description, deleting files, and playing with config etc. Is there anyway to achieve this?

I will be very glad if there is any chance of achieving this.

That's not possible out of the box. If I remember correctly there is already one or more threads that deal with that issue (and maybe there's also a working mod). Please search the board.
