albmgr inputs wrong char encoding

I have the charset set as Western - database is latin1 - all forms function correctly - EXCEPT - when I create a new album through albmgr.php it botches up the character encoding, but when I edit it in the album properties page (modifyalb.php) and correct the wrong encoding characters, it works fine. It's like the form in albmgr is inserting or converting the string to another encoding before adding to the database.

Any ideas?

I've tried both Safari and Firefox (on mac) and it happens in both.
I've also tried in IE8 on Windows and it happens there as well.

Can you please post a test string which doesn't work so I can test it on my local testbed? Thanks.
