Welcome box and Copper ad

1) How to create, welcome box like the website below, i notice 1.5 does not have a plugin when i looked.

All contributed plugins can be found at the plugin contributions board. You can use the 'anycontent' feature or the MiniCMS plugin to create the welcome box. Please respect our 'one question per thread' rule in the future.
