This link doesn't answer my question.  A simple "yes" or "no" would have been sufficient.

I assume with 'chmod' you're asking if you have to grant write permissions. So the answer is 'no', as you don't have to grant write permissions to all files and folders. That's exactly what's explained in the docs. Actually it's explained twice, once at the top and once at the bottom.
