Floating banner over the intermediate image problem in Firefox

I check for solution over net but i cant find it finally posting here

I found a java script for floating top bar. and i modified a bit for location and size. This code can place a bar on top of the page at give location even u scroll the page. this one comes with close option based on cookie.

I want to show the floating bar over the intermediate image for unregistered users.
I placed it in my theme php file immediately after this code.
Now my problem is the give code is working fine in ie and chrome but it is not working in firefox.

In Firefox the close button is floating where as the block generated by test.js is at static location right above the intermediat image.

to get it worked fine in firefox where i have to place this one.
