i'd like registered users to be able to upload to these albums pending approval. i've already given them access to upload to them through "groups" but an album properties page was mentioned but i do not see it. only the album list page. any help? thanks.

When you are in admin mode, there should be 3 buttons next to each albums thumbnail.
The middle one is the album properties button.
