i remember reading some time ago that 1.3 version would allow uploading an image into multiple albums, which was an option i had been looking for.

i just downloaded it and installed it, but i don't seem to find it anywhere? How can i do it?

Is not there. As far as I remember this was being discussed as a possible feature for future versions, but anyway: it's not in cpg1.3.0

Version cpg1.3.0 is outdated: we just released cpg1.3.1, which fixes some bugs from cpg1.3.0 - for details, refer to http://forum.coppermine-gallery.net/index.php?topic=7965.0
