I sat there for half an hour trying to read it, but I have no idea what any of it means. How can I fix this?

You don't have 1.3.  You have 1.3beta4, which is beta software as the name would indicate. either read the 1.3 Testing/Bugs board, or install 1.2.1.  We will provide upgrade scripts when 1.3.0 is released.
