missing file

Hi,
    I am receiving an error message as follows:-  albums/edit/no_FTP-uploads_into_this_folder!  It says this is a mandatory file and is preventing me from uploading. Has anyone got a copy of this that I can upload via FTP into my server files?

I have done all  asked. Link to site is  http://www.cadam.org/eventsgallery/index.php      'test user'   in place,  (please advise if pw required?)  4.11.4 in docs complied with.  Still will not post photos! Uploads OK! but when trying to allocate to an ALBUM produce Error messages as follows    :

 Fatal error: Allowed memory size of 33554432 bytes exhausted (tried to allocate 8192 bytes) in /home/jcadamao/public_html/eventsgallery/include/picmgmt.inc.php on line 272

I deleted some albums but this didn't help.

Thanks for the reply.
Now we're getting there, Are you ready for a REALLY STUPID question; where do I find the PHP.ini file?  and surprisingly enough I am the server admin so I should be able to alter it.
