URL Upload error on cPanel

Hello! I cannot upload files from URL. 1 month ago my gallery was on Plesk, but now on cPanel. When it was on Plesk everything was ok. The problem is ONLY with URL upload. My hosting admin was searching, why this error appears, but he didn't find. He adviced me to write here.

You need to first follow the rules for requesting assistance and posting. Otherwise no one will want to help.

OK _ Maybe I should have been a little more instructive.

Read and follow all of the steps outlined here: Upload Troubleshooting

If that does not help make sure when you return here you have followed all of the steps in the next section.
Asking for help on upload issues

Make very certain that you follow all of the steps and instructions.
