in coppermine 1.4.25 , themes changed by guest users/ registered users are getting applied for administrator users.
Is this as expected or themes in coppermine should be specific to user.

I strongly doubt that. Anyway, if you're convinced that you're right, do as suggested per board rules and post a link to your gallery for a start.

When you change the theme using the theme selector it's saved in a cookie. When ou log out that cookie isn't cleared so that coppermine remembers you when you come back and log in again. If you now use another account (ie your admin account) then the saved cookei with the set theme is taken into account. That's expected behaviour. It won't happen if you use another browser or computer or if you manually clear cookies.
