Is it possible to have the admin as the only people who can rate photos?

If so how do I do it?

Sure. Groups control panel, as suggested in the docs. Set "Rating: Yes" for the admin group and "Rating: No" for all other groups. In the future, please read the docs before asking such trivial questions.
