Allow admin add pictures to users albums

Hi
People often ask me to add pictures in to their albums.
How to do this??
It's possible to do this by "mass ads"??

Can You say what I made wrong??
I was searching similar topics and I hadn't found. I read FAQ and I found nothing...maybe because of me English.
I know the filling when people ask stupid questions on your forum or when they didn't use 'Search' so if there are similar topic just give me keywords,please
