I have set an album to allow visitors to upload, and set the anonymous users group to allow uploads with NO for public  and private approval, but they can still upload?

How do i allow anonymous users to upload but require admin approval?

If you want to give approval, you must set the approval fields to YES, (i.e., the opposite of what admin require).
By setting them to NO, you have switched off the need for approval.
