I'd like to be able to email an E-Card to multiple people or if using PHPBB integration,  to all users and or groups.

Have you tried just sending a normal e-mail with multiple e-mails separated with a comma?

yes, you could send the ecard to yourself and use your email client to forward the mail to various people (uhm well, a workaround, I know).
I'm not sure multiple ecard recipients should be integrated into coppermine, with so much spam around these days...
Any decent spam filter will block the mail anyway, since it looks to the filter like a spammer's mail, using webbugs and html format.
