You could start by reading the 1.3 testing/bugs board, particularly the stickies, as this is specific to that version, and is well documented how to solve.
There is no support for version 1.3 yet (soon)

usually you read the documentation that comes with a piece of software before actually running it. The documentation of cpg1.3.0btea you downloaded says it's beta software, you mustn't use it unless you're an experienced coppermine user...
