I have a larger photo site, where random (registered) people post photos.

I want to assign "moderator" rights to some users, so they will be able to:

-create new albums
-move photos into these albums
-edit description of the photos
-delete comments on photos

I have gone through the documentation, and searched this forum (probably with the wrong search terms), but I do not seem to get there. Can someone point me in a direction of where to look for a solution?

As for now I have assigned admin rights to one user, and he promptly pressed the button "reset to default settings" in the overall settings section. Kept me busy for some time... i want to prevent that in the future...

Coppermine doesn't support that. Also, make regular backups of your database.

A shame that this is not supported. Backups are made every day, but limiting access to potentially dangerous settings would be a more elegant solution.
