How to show rules & regulations before commenting

I'm sorry if this was asked before. I tried to run a search but could not find anything similar.

My question is - I'm having issues with some users and I would like people to agree to the rules and regulations (the ones on register.php) EVERY time they make a comment. Like, they have to click on "I agree" for their comment to be posted.

If anyone can help, I'd appreciate it a lot.

Such a mod hasn't been posted yet - you'll have to code it.
