I have a question.

Is there possible with cpmfetch on a normal php site, display the coppermine comment system. form and the user comments..and I can make a new comment..

I want the answer before I start with cpmfetch

cpmFetch allows you to display content taken from coppermine on non-coppermine-driven pages. It doesn't work vice-versa (inserting content from non-coppermine driven pages into coppermine), so the short answer to your question is: no, it doesn't do that.
