can't log in

I've had this problem before upgrading to version 1.4.14 ... I can't log into my cpg account (i'm admin) and neither can any of my registered users (been receiving numerous of emails regarding this). Then I spotted there's a new version (1.4.16) so I upgraded thinking it would solve the issue. It didn't. I still can't log into my account.

I've checked the FAQs, followed the instructions. Doesn't seem to be a cookie problem. Tried various browsers, unsuccessfull.

I get a 403 forbidden error on that page, see screenshot.
