User can create users

hello. would it be posssible for a newly registeres user to create accounts for his or her private albums and deside if the new user should have only read permission or also be able to upload and edit albums ?

i dont know if the feature is already implemented and i am not able to find it, if it is please telle me where and how to activate.

feature doesn't exist, has been requested before. Afaik no hack has been posted. Unless you code it: can't be done.
