cpmfetch and coppermine

All,

For some reason (randomly), I am have the CF-Error and a box with the filename display where the picture should be.  Sometimes the picture displays, and sometimes they don't.  This happens to all categories and albums at random.  I didn't change a setting (or upgrade) that should have caused this (because it worked before), but my web host did disable the allow_url_fopen setting (in php.ini) for security reasons.  I wouldn't think that would cause any problems because all of these files are "local'.
