Batch Add to Other Users Personal Folder

I've FTP'd files to a subdirectory in "albums".  I would now like to add these files to a registered user's (non-admin) gallery.  However, when I click the drop down menu to "select album" the only choice I'm offered is my own album.
(/album, /album/userpics and /album/edit directories have been chmod'd to 777 both recursively and manually one at a time)  File sizes and dimensions are well under the limits.  How do I add these files to another users gallery?

Batch-add is an admin-only feature. During batch-add, you can only add the files to admin-made public albums.
