Allowing registered users to only view 'x' amount of pics

I'd like a plugin programmed that will restrict access to certain groups

say Registered Users can only view 20 pictures per day

While A different group may be able to view 60 or an unlimited amount

I'd want to be able to set the amount of pictures each group can view per day
