Of course cpg1.3.x can't contain instructions how to upgrade to the next version. When cpg1.3.x was released, we of course had no idea what the upgrading steps to the next version would be, so we couldn't ship them with cpg1.3.x. Ask Microsoft how you will have to upgrade from Windows Vista to the next Windows version that will come after it - I strongly doubt that there will be such instructions already shipping with Windows Vista.
All cpg1.4.x-packages contain instructions how to upgrade from previous versions to cpg1.4.x
