Ability to turn off file titles

Could an option be added in Config to turn off file titles? So, for example, if file titles are turned off when a user uploads an image then the file title area will not be displayed.

I have a lot of problems with users putting stupid text in the file titles, and since I have a strict filename format for all images anyway the file titles are useless for me, and I continually have to delete them using the tool in Admin Tools. If there is an option to delete file titles, there should also be an option to turn them off, I think, just like you can do with the intermediate pictures.
