Previous file could not be placed error

I am trying to upload pics.  I am logged in as Admin

And im trying to upload a relatively small file!  The upload goes fine and then i attempt to put it in to a album but i get get the message

"Previous file could not be placed"

What is wrong with it?  The album is set to allow users to upload files!
