Lost Database, restored from backup, can't login

Somehow the database took a dump, and was virtually empty.  All the tables were still there, but it was only a few bytes in size whereas the backup was about 20K.  All I got was a "Fatal Error:" when I tried to access the Gallery (or any pages in it for that matter)

I restored from a backup of the cpg database, and the site came back up.  However when I try to login, it says Welcome User and then there is a Continue button, but if I click on that it just goes back to the login.  If I try accessing other pages (admin.php for example) I am told I don't have permission to access this page.

I backed up the database prior to upgrading from 1.4.3 to 1.4.10, so it's an old DB as far as the version goes.  Is there anything that could be causing this that can be fixed?
