My mistake, just now noticed its a wordpress theme. Did you set this up yourself or did you have someone do it for you ? The Welcome text looks to me like a text block one can fill on the settings page of wordpress.

Simple test of CPG MiniCMS

You are using the miniCMS plugin. Using the edit/delete button of that particular plugin to remove it. The miniCMS plugin doesn't get supported here.
