Banning for no reason?

I recently installed the latest version of Coppermine and everything works as it should, except for one thing.
It seems like my gallery bans people automatically - for whatever the reason is.

It doesn't ban everybody, just some people.
They login and get the error that they are denied access to the gallery and their IP's get banned.
I've checked the Config several times and have these settings (ban-related):

Config > General Settings > Allow banning of non-routable (private) IP addresses > NO.
Config > User Settings > Number of failed login attempts until temporary ban (to avoid brute force attacks) > 5
Config > User Settings > Duration of a temporary ban after failed logins > 0




Does anyone know how to solve this problem?
