1. Is there a way to bind a user's login to their IP address to prevent them giving their login to someone else and someone else having access the gallery?

2. Is there a way to edit the register.php page, when a new user wants to register?

Not built into coppermine. If you need it, you'll have to code it. Not a bright idea though, as most users get IP addresses assigned dynamically.

2. Is there a way to edit the register.php page, when a new user wants to register?
Sure, go ahead: modify register.php as you see fit.
