There are mods that do a similar thing, you might want to search the mods section for it.
Plugins usually are user contributions. The developers usually don't create plugins on request. This doesn't mean that a plugin like the one you are suggesting is or is not being considered.
Main reason why the coppermine devs probably won't code such a plugin: none of them is familiar with ActionScript afaik. Of course user contributions would be welcome.
