File upload missing

Have upgraded to 1.4 and am using a custom theme based on the hardwired theme.

The file upload button does not appear for any groups other than admin. Group setting indicate that most of these groups should be able to upload (with approval).

If you navigate to upload.php manually with a user that should have uploads rights does it work? If so then you have a theme problem, if not you have a permissions problem.

Thanks good start

After loading upload.php as a member with upload (supposed) permissions the following is displayed "You don't have permission to perform this operation".

Then you need to check your groups page for the 'Public albums upload' permission.
