Is there a plugin or could it be created that enables the administrators to edit a text that will be printed "Home" page just above the starting of you gallery's???

Have you tried using the anycontent.php file? Do a search for this or check the manual link here - http://coppermine-gallery.net/demo/cpg14x/docs/index.htm#admin_album_list.
