Is there a top limit as to number of views or votes cast per photo?  How does the system know if someone tries to vote more than once if the person's ip address is not static?

A user can only vote once per pic. If you're paranoid, disallow guest ratings. When visitors vote, they are kept from voting again by some cookie information. If they delete the cookie, they could vote again. The IP address is not being taken into account.
