arabic translation

hi

im follow the instructions that you put her: http://coppermine-gallery.net/demo/cpg14x/docs/translation.htm in order to bring arabic version of translation

but i got ???? marks instead of the words that i choose...

anybody can help me in doing that in order to have at the end the arabic translation file...

Use an editor that can handle utf-8 and arabic.

im using dreamweaver 2004 Mx

and its support...

i should do the encoding from the page properties?
