Plugins using the sleep and wake actions may be run multiple times.

The wake actions were incorrectly scoped causing ALL plugins registered with those actions to be triggered as many times as there were registered plugins for that action.

The sleep action would trigger the sleep action in each plugin for as many plugins that were installed.

I've submitted fixes to both stable and devel.
